Dance Aerobics and most of the Wheel of Fortune games have some voice.
wheel of fortune probably has the longest string of speech, saying "WHEEL!, OF!, FORTUNE!!" at the end of the intro. dance aerobics says "C'MON!"

another gameboy game with voice, pokemon yellow, pikachu talks (as much as a pikachu can)

i know it's getting a bit further on, but altered beast on genesis also has voice "RISE FROM YOUR GRAVE.." gotta love it.

yeah like GRadius III ( know its on snes but cmon) when you use a speed up or LAser it'll say Speed up or laser.

Actually, I've seen a number of 8-bit computer games do this. There was a ZX Spectrum (Timex to you American types) game called "I-Ball 2", for example, which had digitised "speech". The quality was remarkably poor, but then the hardware inside the computer was pitiful - a single channel "beeper"

Thinking about it, At the time though, yes, digitised speech on an 8bit system is quite rare... probably because it took up a lot of space, sounded bad and didn't add much to the game. For the size of a speech sample, a developer could have crammed a LOT more levels into a game.

The most obvious to me would be the Gauntlet games, "Red wizard needs food badly"...

They even have a voice when you die, "Ughhhhh".
