I TRYED ROM WORLD BUT THE ROMS I FOUND WHERE ALL JAPANESE
AND NO ARABIC ROMS OR ENGLISH THOUGH THERE WAS SOME BAD ENGLISH TRANSLATIONS.
PLEASE AGAIN I NEED CAPTAIN TSUBASA (CAPTAIN MAJED) ROMS IN ENGLISH 100% OR ARABIC 100% ( THE ARABIC VERSION WAS RELIESED IN ARABIA )

I don't believe the game you're looking for was ever released in English officially (those translations you mentioned are probably as close as it gets), and I've no idea about the arabian version at all, but arabic versions of games... those really SHOULD be dumped for preservation, if they haven't already been. If they have, it seems like they're not in general circulation. I honestly have no idea where you'd get hold of them.
