I need a program called nero in order to burn NESterDC. where do I get it?

http://nero.com ? http://oldversion.com/program.php?n=nero ? I think version 5.5 is the most ideal, newer versions sometimes have problems with DC images. Honestly, you could have at least tried to look...

If you just want NesterDC you can burn it with the free program called CD Record. It's available with DreamCast's Self-boot Inducer v.4 found here. (Click and download the Sbindv4.exe.) Unless of course, you want/need Nero for other stuff.
