I'm using a PS2 to play Crash Team Racing (PS1 game), and it fails to recognize the presence of the memory card in slot 1. Are ps2 memory cards not back-compatible or am I make some other mistake in this case?

Nope, you need to use a PS1 card for PS1 games.
