I have the opportunity to buy a game that would be willing to kill for... unfortunately, the person selling it is asking way, way too much. Now, I'm not that haggle-saavy, but I thought the idea was or one person to offer a high price, another person to offer a low price, and muddle out a compromise.

Apparently, I was wrong, as my initial, and significantly lower, offer was met with a flat refusal, rather than a counteroffer.

So... How the hell do I proceed with this? If he didn't make a counteroffer the first time, he probably won't the second time, either. And that would mean that I would have to keep raising my offer more and more until... well, you get the point.

So, what's the proper etiquette required for this situation

Well some people haggle and some don't, so if he's not one to haggle you're just gonna be S.O.L.

Collerters items or hard to find items are always the hardest to haggle over. Some people want to sell their games for the highest price possible compared to a list while buyers want to buy a something like a whole lots of games by paying only $2 or $3 a game to save them the most amount of money.

Well, maybe your offer was just too low.
Haggling is nice, but shouldn't start too low I guess.

Just ask again with a bit higher offer.

Just because I'm curious... what game is it and how much does he want?

Grab him by the lapels of his jacket, make a fist, and tell him that if he doesn't sell you the game for what you want to offer, you'll beat the crap out of him, his friends, and pets.
Seriously, is it a rare game? If it isn't, you might just want to try finding it somewhere else. I've noticed in my city that people are really firm when dealing with video games.

It's Metal Storm, no manual, but the box is in nice condition. I've been looking for a copy forever, but this guy wants $45 for it. My offer was fifteen dollars, a price which I thought was well within haggling range.

For a $45 price I would have started at $20 maybe $25 to start. But anyways there are 4 metal storm games on ebay right now and the most expensive one has a $10 CDN "buy it now". Not sure if you really want one with a box or not.

Get someone to pick one up off ebay for you if you aren't allowed to bid! They all have buy it now prices; $7, $8, and $10 CDN, all are in the U.S. and all have over 4 days left!

$45 is far too much. I bought a boxed copy for $2.50 on ebay, with $4.50 shipping (just needed the box for my cart + manual, sold the game off)

Hell no. I fought tooth and nail to defend that transaction, and won. Really, it's something that's been bugging a certain family member, and it kind of bubbled over.

Of course, I'm moving in with another family member come summer, so that shouldn't be as much of a problem there.
