Wasn't he also wearing a headset similar to the one on the cover during the future flashbacks in the Terminator? I think you might be on to something here. Anyhoo I still think it's a cool cover, and at least it's not Fabio.

Okay, that pic of Solid Snake is just TOO similar. Man, that is really funny actually! Sean Connery is rather like Big Boss as well. I think I've made that comparison before, but this Michael Biehn one is new... and without a doubt an extreme likeness! The hair, the gun, the pack on the hip... Nice!

Celebrities in 'Metal Gear' games isn't that uncommon. I think virtually every character in that series was based off a movie icon or real life person.

Noticed some more similarities..

Mel Gibson - Solid Snake in MG2

Christina Applegate - Holly White in MG2 (though some other actress with a career high point in the late 80's, early 90's might look even more like her).

Tom Berenger - Grey Fox in MG2 (he does bear a resemblance to Willem Dafoe and Rutger Hauer also)

Dolph Lundgren - George Kessler in MG2

Because I suck at looking for pictures, I don't really have any photos for comparing.

Wow, thats crazy. Not many series other than Metal Gear did the whole lookalike thing, although Power Punch 2 could be counted. Here's another intersting factoid: This fella actually modeled for Ironsword.
