I think 50 scarabs unlocks 'Ninja Gaiden 1', not the "arcade version" (unless 'NG Black' is different from the original).

If you
finished the game, you should already have the 'Ninja Gaiden' arcade game (check your inventory when starting a successive play game). If not, then the guides I was looking through are wrong.

You should still have all the scarabs in your possession when starting a "new game" from your last save file (meaning, when you start you will automatically already have 30 scarabs) and you should not have to play it on a harder mode.
The game becomes available when you get the 50th scarab and visit Muramasa, which can be any time during the game. You can play the "disc" he gives you at Han's Bar in the arcade machine.
You must complete other objectives afterwards to get the rest of the games.
Be warned! The classic 'Ninja Gaiden' games are NOT the NES versions, they are the Super Nintendo remakes (with worse sound/music and blurry textured graphics). So that is kind of a disappointment.
