What's a good level to be at before entering Kefka's Tower in FF 3/6?

I find it doesn't matter as long as you have Life3, Cure3, a few good attack spells, and reflect rings for everyone. Actual experience level isn't that important, but somewhere north of 2000 HPs is pretty useful.
